The Steward

• Role: Administrator of Cull Estate.

The steward is the man charged with making Cull Estate meet its numbers. On paper that is an unremarkable post: a competent administrator answers to the estate's owner, manages the labour, and delivers the harvest the ledgers demand. The pressure of those quotas is the whole of his visible story, and for a time it is the only explanation anyone looks for. An estate that produces is an estate no one audits.

He is a small figure in the wider story, but a representative one. The Crownlands run on output, and a system that rewards the harvest and rarely asks how it was brought in creates exactly the incentive he followed to its end.
