"Primary" is a Dagonethian rank rather than a given name, marking Rao as the lead voice for his nation on the Council. He occupies one of the five western seats, and his long career has made him something the Council rarely produces: a representative whose word is trusted on both sides of the river. Where a younger delegate's claims would be weighed against national interest, Rao's are taken as the assessment of a man with no remaining ambition to serve.

That credibility is what makes his role significant. When Lucien presents evidence of the threat at Duarn, it would be easy for the Valentian Crown to dismiss the findings as a Valentian problem, or a Valentian pretext. Rao forecloses that. By confirming that the same patterns are appearing inside Dagoneth, he turns a one-sided alarm into a shared one, and a shared problem is the only kind the Council is built to act on.

He is, in the structure of the diplomacy, the corroborating witness. His age, his standing, and his nationality combine into the one thing Lucien's argument most needs at the border: a Dagonethian voice saying the same thing, without being asked to.
