Kaelen is a study in bureaucratic complicity. He does not see himself as a villain but as the administrator of an inevitable system, and that conviction makes him more unsettling than any zealot. He believes the machine he serves cannot be stopped, only managed, and he manages it with the calm of a man filing a report on schedule.
