The Northern Administrative District

The Northern Administrative District is the Crown's province in the cold half of Valentia. On paper it is legally identical to the south, bound by the same laws and the same ledgers. In practice it is a different country, shaped by steep fjords, deep rivers, and the vertical stone architecture of a people who build against the ice rather than the sun.

The difference is logistical before it is cultural. The Northern Circuit runs only from the spring thaw to late autumn; when the fjords freeze and the mountain passes close, the Crown's mobile court simply stops. For months at a time the northern towns are expected to be self-regulating, left to their own order until the law can reach them again. That annual withdrawal of central authority breeds a harder, more independent character than the perennially administered Crownlands ever produce.

Lacking the supernatural fertility of the south, the North made itself indispensable through material science instead. Its metallurgy and the proprietary Glacisse Glass of House Glacisse flow south along the trade axis, the iron and crystal that southern agriculture cannot do without. The district is therefore a paradox the Crown tolerates: a region governed by the same writ as the Crownlands, yet colder, prouder, and accustomed to surviving the season when the writ goes quiet.
