• Political Reality: The South is subject to Continuous Administration. There is no "off-season" for the law in the Crownlands. Mediators like Lucien Glacisse travel continuously, ensuring that Crown authority is as constant as the harvest. This creates a culture deeply reliant on—and constrained by—centralized procedure, as the "Winter Cessation" never grants them a period of private autonomy.
The Mandate
Regardless of region, the Circuit does not police; it arbitrates. Its goal is Continuity. As long as taxes are paid, ledgers balance, and no feudal wars erupt, the Circuit considers a region "stable" and moves on.
